Born on April 26, 2004, Proctor's football origins trace back to Oak Grove High School in Oak Grove, Louisiana, where he excelled as an all-state linebacker. Despite his impressive high school performance, he found himself unranked by prominent recruiting services like 247Sports and received no offers from Football Bowl Subdivision (FBS) programs. This led him to commit to Southeastern Louisiana, where he would ultimately forge a path to professional football.

His tenure with the Lions began in 2022. As a freshman, he participated in 12 games, recording 16 tackles, two tackles for loss, and one sack. He earned a starting role in 2023, where he continued to develop, tallying 26 tackles and 1.5 sacks. Proctor’s junior year in 2024 marked further progress, with 49 tackles, six tackles for loss, and 4.5 sacks, earning him Second-team All-Southland Conference honors.

The 2025 season proved to be Proctor’s breakout year. Playing in all 13 games, he amassed 43 tackles, 13 tackles for loss, and an impressive nine sacks, along with 39 pressures. These statistics are often cited as numbers that would typically place a player in first-round discussions, particularly if they came from a Power Four program. A standout moment occurred in Week 4 of that season, on September 20, 2025, against LSU, where he recorded three tackles for loss and two sacks. This performance against elite competition was frequently highlighted by analysts as definitive proof of his capabilities. His exceptional senior season culminated in him being named the Southland Conference Player of the Year, a First-team All-Southland selection, and a First-team FCS All-American. He also finished seventh in the Buck Buchanan Award voting, an honor for the nation's top defensive player in the FCS.

Following his collegiate success, Proctor accepted invitations to the 2026 East-West Shrine Bowl and the 2026 NFL Scouting Combine. At the Combine in February 2026, he showcased his athleticism, posting a 4.79-second 40-yard dash, which was the second fastest among defensive tackles.
